Carnival Cruise lines probably has the cheapest cruises in the States whenever you can get their promotional fares. Harbor cruises are much cheaper, but I don鈥檛 think that鈥檚 what you had in mind. Though if you are tight on the budget, a romantic city with harbor cruise isn't a bad idea. (New York, San Fran, etc.)What's the least expensive romantic cruise for couples?
