Well I think they just pick there favorite characters and pair them up. For example my friend loved kurenai (why I do not know) and she loved Kakashi so she made a couple out of them. Or lets say that they seem to like each other in the show. For example, Sakura+Sasuke, Naruto+hinata, Rukia+Ichigo, Orihime+Ichigo, Or Inuyasha+Kagome. Then those couples would make a lot of sense lol But the other weird ones are probably just a combination of favorite characters. But yeah Sasori and sakura....that's definitely an..............Interesting one....no JUST PLAIN WEIRD haha Maybe someone thought that they would look cute together or something dumb...lol

I haven't actually played the game yet, but people tell he there's a part where Axel starts spewing mushy lines at Roxas. Or TsuzukixHisoka. There's never anything that actually says that they're a couple, but people put them together because of the scene where Tsu-chan carries a drunk Hisoka to bed and brushes some hair out of his face, as well as some other cute things.
As for the ones that don't make sense, I have an explaination for that. The fans think the two characters are hot and so put them together, even if they don't make sense. My favorite pairing happens to be Sephiroth/Vincent, just because I think the two of them are too pretty for anyone else to have. Other than that, I have no reason for putting them together and it would be highly unrealistic in the game. Some people will even make Alternate Universe versions of characters to make their favorite pairings work.
Personally, I look for an emotional, or some other deep, connection. Sasori/Sakura doesn't make sense to me personally, but whatever floats your boat. One of my favorite pairings is Gaara/Naruto (yes yaoi), because there's obviously a deep connection and lot of emotion between the two.
